Subfloor Ventilation in South Albury
Albury City Council says South Albury is subject to local catchment flooding as well as inundation from the Murray River, but that it is partially protected by a levee. “Partially” is the word to carry into a quote conversation: ask the provider what they have seen under the floor after heavy rain, not only on a dry day.

Subfloor Ventilation around South Albury
The council's floodplain management page (read 7 October 2026) gives that line. The City of Wodonga and VICSES flood and storm plan (version 2.0, reviewed September 2024) lists the South Albury levee and says the majority of it has approximately 0.5m freeboard above 1% AEP levels, with lesser freeboard in localised sections, and records that an upgrade was under consideration by Albury City Council in 2019. We read no later page on the levee, so we do not say its present state.
None of these sources mentions subfloor ventilation, so what follows is our inference, not a rule: a levee reduces some water but not all of it, and the local catchment can flood a house a levee does nothing for. The code's extra requirement for ground that floods often (NCC 2022, the edition NSW applies) is a question for the provider to raise if it fits. This page does not say that any house is protected or unprotected.

Permits and Albury City Council rules
Whether adding or changing vents at a given address needs an approval is not something we say: no NSW page we read answers it. The Australian Building Codes Board says to check with your local council if you are not sure.
