NSW or Victoria: Which Subfloor Rules Apply in Albury-Wodonga

The border runs down the Murray, so the side of the river decides which sources apply. The Australian Building Codes Board lists NSW's adoption of NCC 2025 as 1 May 2027 and Victoria's as 1 May 2026. The subfloor clause reads the same in the two editions, but the Board warns that some requirements apply at different times or not at all because of State variations.

What subfloor rules in Albury-Wodonga actually involves

The Board's page says NCC 2025 was published on 1 May 2026 and shows each State's date (read 7 October 2026). The two lines are kept apart on the costs page: a NSW table for Albury (from the Board, NSW Health and Albury City Council) and a Victorian table for Wodonga (from the Board, the Better Health Channel and the City of Wodonga). Where the two differ, the row says so; we never merge them into one rule.

Older houses and new work

The Board says existing homes were built to meet the NCC requirements that applied at the time and do not need to meet current standards unless new building work is done. It also says the NCC applies whenever building approval is needed and that, if you are not sure, you should check with your local council. We read no page that says whether adding vents is new building work needing approval, on either side.

What we could not read

The Building and Plumbing Commission's pages on moisture and condensation returned an access error each time we tried, so no sentence rests on them. The Albury Local Environmental Plan could not be read either (the copy saved is a one-page status sheet with no plan text), and the Victorian planning scheme's overlay schedules need a browser script to display. We state nothing from any of them, and we read no State variation to the code's subfloor clause.

The edition dates are State-wide, so nothing about them is particular to one suburb; the local part is the ground and the water, set out on the damp ground page and the suburb pages.
