Subfloor Ventilation in Wodonga
The City of Wodonga and VICSES flood and storm plan lists an earth levee beside House Creek in Wodonga, giving flood protection to the 1% AEP level plus freeboard to low-lying land and the houses on it. The council also says its underground drains were generally designed for a 1-in-five-year storm, so larger storms are expected to send water overland. For a Wodonga house, ask where that water would go.

Subfloor Ventilation around Wodonga
The plan (version 2.0, reviewed September 2024) describes the levee beside House Creek as owned and maintained by the City of Wodonga. The council's drainage page (read 7 October 2026) says its drains for much of the municipality were designed for a 1-in-five-year storm, that in larger storms the network's capacity is expected to be exceeded and overland flows will result, and that land owners must keep the stormwater pipes, gutters, downpipes and pits on their property in good condition. Neither page says what happens under any house.
None of these sources mentions subfloor ventilation, so what follows is our inference, not a rule: a house near a creek or a low point may see overland water under or beside it in a larger storm, so the questions for the provider are where roof water goes, whether the downpipes discharge away from the walls, and what the ground under the floor does after heavy rain. This page does not say that any house is inside the Floodway Overlay or the Land Subject Inundation Overlay; the council holds that information.

Permits and City of Wodonga rules
Whether adding or changing vents at a given address needs an approval or permit is not something we say: no Victorian page we read answers it. The Australian Building Codes Board says to check with your local council if you are not sure.
